In recognition of his significant contribution to the use of economic analysis and research in service of both the formulation and critique of policy. The volume An Analysis of the Philippine Economic Crisis (1984) which he edited was a persuasive and original contribution to then analysis of the institutional defects of authoritarian policy-making. His critical viewpoint and publications now represent an influential element in the policy debate in a wide range of areas, including fiscal, monetary, and exchange rate policies.
